This projects goal is to create a workbook of effective Strategic leadership and administration for church leaders, especially at parish level, where the ELCIN 5 Year Plan 1996-2000 document is still foreign. All leaders at every level will take part in training for effective strategic leadership and administration in the parish to be performed for the benefit of the whole ELCIN. Biblical strategic leadership style will be the key model utilized throughout the training.This manual is not static. It can be modified to meet the changing needs of the church population as it responsive to the changes it sees. It is based on the authors working experience in four different locations where she ministered as a pastor for 20 years. This manual will provide standardized training for church leaders in anticipation of expected successful results. It is a living breathing document as the church is the living organism.

Rev Dr Magdalena Naanhule Ya-Shalongo, a pastor marriage counselor,chaplain, scout. She is currently a lecturer and deputy principal at Engela Parish Institute where she teaches theology and leadership and administration course. She is privileged to be the first female pastor in the Evangelical Lutheran Church in Namibia (ELCIN).
